Start with a simple table
Write the items below down the left side of a page, one column per roofer. Fill in what each quote says. Where a quote is silent, write "not stated" and ask. The empty cells are where most price differences come from.
1. Shingle product
Manufacturer, product line and color. "Architectural shingles" is not a product. GAF Timberline HDZ and CertainTeed Landmark are. If one quote names a specific line and another does not, you cannot compare them, and your association will want the exact product and color anyway.
2. Tear-off and layers
Does the quote include tearing off to the deck? How many layers does it assume? On older Sterling houses, especially those from the 1960s through the 1980s, a second layer is possible. If one roofer priced one layer and another priced two, ask which is right, and what happens if the assumption is wrong.
3. Decking
Decking is the most common source of change orders, because no one can see it until tear-off. Compare how each quote handles it: is some decking included, is there a price per sheet, and will you be told before extra decking is installed? A quote that says nothing is not cheaper; it has just moved the decision to tear-off day.
4. Underlayment and leak barriers
What goes over the deck, and where? Quotes should say what underlayment is used across the roof and what extra protection goes at eaves, valleys and around penetrations.
5. Flashing
New or reused? Chimney flashing, step flashing where roof meets wall, valley treatment, skylight flashing and pipe boots. Reusing old flashing can lower a price and shorten the life of the new roof at its weakest points.
6. Ventilation and exhaust
Does the quote mention ridge vent, box vents, soffit intake and bath fan caps? If one roofer plans to add a ridge vent and fix exhaust fans that end in the attic, and another does not mention ventilation at all, they are not quoting the same job.
7. Edges and gutters
Drip edge, starter strip and how the roof meets the gutters. Are gutters being removed and reset, replaced, or left alone? Are gutter guards included?
8. Penetrations and equipment
Skylights, chimneys, satellite dishes and solar arrays. Who removes and reinstalls them, and is that in the price?
9. Permits and approvals
Who confirms whether a Loudoun County permit is needed and who pulls it? Is help with your association application included? The quote should say.
10. Cleanup and protection
Debris removal, protection of landscaping and siding, and nail cleanup in the yard and driveway.
11. Who does the work
Is the company on the quote the one doing the work, or will it be subcontracted? Check the contractor's license on the Virginia DPOR license lookup, and make sure the name on the quote matches the license.
12. Warranty and paperwork
What workmanship coverage does the contractor state in writing, and which manufacturer warranty applies to the product? Manufacturer terms depend on the product and how it is registered, so ask what you will receive at closeout.
Reading the totals
Once the table is filled in, the totals usually make sense. A low quote that leaves out decking, reuses flashing and ignores ventilation is not the same roof as a higher one that includes all three. If two quotes really do match line by line and still differ a lot, ask each roofer to explain. For context, the Roofing Roughnecks cost guide's typical Northern Virginia reference ranges are $9,000–$16,000 basic, $16,000–$28,000 mid-range and $28,000–$50,000+ high-end, each tied to a description of what drives that tier.

How many roofing quotes should I get?▸
Two or three detailed written quotes are usually enough to see a pattern, as long as you can compare them line by line.
Why is one quote so much lower than the others?▸
Most often because it leaves something out or assumes something optimistic, such as one layer, no decking or reused flashing. Ask what it includes before deciding.
Should a quote name the exact shingle?▸
Yes. Manufacturer, product line and color, so you can compare quotes and submit an association application.
How do I check a roofer's license?▸
Use the Virginia DPOR license lookup and make sure the business name on the quote matches the license. Kenney Construction's is DPOR #2705187519.
