Who issues permits in Sterling
Sterling, Cascades, Countryside and Sugarland Run are unincorporated parts of Loudoun County. There is no town government, so the Loudoun County Department of Building and Development is the permitting office. It issues building permits for the county and takes applications online through its LandMARC portal. Permit staff can be reached at 703-777-0220. If your house is inside one of Loudoun's incorporated towns, such as Leesburg, a town office may also be involved, but that does not apply to Sterling.
Where the rules come from
Loudoun County enforces the Virginia Uniform Statewide Building Code, often called the USBC. The USBC is a state regulation, so the baseline permit rules are the same in Loudoun as elsewhere in Virginia. Its Section 108 covers when a permit is required, and Section 108.2 lists work that is exempt from needing one.
What the code exempts
Two exemptions in USBC 108.2 matter most for re-roofing a single-family home or townhouse:
- Replacement of an unlimited amount of roof covering on Group R-3, R-4 or R-5 buildings (which includes typical single-family homes and townhouses), provided the building is not in an area where the nominal design wind speed is greater than 100 mph.
- Replacement of 256 square feet or less of roof decking on those buildings, unless the decking being replaced was required at the time of original construction to be fire-retardant-treated or protected in some other way to form a fire-rated wall termination.
The second condition matters for townhouses. Where attached homes meet, the roof deck near the party wall was sometimes built with fire-retardant-treated plywood as part of the fire separation. Replacing that decking is not covered by the small-area exemption.
When a permit is likely to come up
- Decking replacement larger than 256 square feet, which can happen when an old roof has had several layers or long-term leaks.
- Structural repair: damaged rafters or trusses, sagging sections, or changes to the roof framing.
- Changes to the roof's shape, a new porch roof or an addition.
- New roof-mounted equipment such as solar panels, which Loudoun handles as building permits.
You can see this in practice. Loudoun County publishes reports of the building permits it issues. The February 2026 report includes a residential alteration permit described as removing existing shingles, replacing plywood and installing new shingles, and several building permits for roof-mounted solar systems, one of them in the Sterling Park subdivision. Those are records, not rules, but they show the kinds of roof work that go through the county.
Why you should still ask
Code language has conditions, and conditions depend on the house. Whether your site falls under a design wind speed threshold, whether your decking was fire-rated, and how much decking a tear-off will reveal are not things a homeowner should guess at. The safest path is for the contractor to confirm the requirement with the county for your scope and to state in the written estimate who is responsible for any permit. If decking turns out to be worse than expected once the old roof is off, the scope should also say how a permit will be handled if the amount crosses the exemption line.
Permits and HOA approval are separate
A county permit, or an exemption from one, says nothing about your homeowners association. Most Sterling-area associations have their own architectural review, and a roof that needs no permit may still need association approval for its color or material. Handle both before materials are ordered.
What we do not publish
We do not list permit fees or processing times. They are set by the county, they change, and the county is the right source for both. Check Loudoun's permitting pages or call Building and Development.
Official sources and related pages
Does Sterling have its own building department?▸
No. Sterling is unincorporated, so the Loudoun County Department of Building and Development handles building permits.
Is replacing shingles exempt from a permit in Virginia?▸
The USBC exempts replacement of an unlimited amount of roof covering on typical homes, provided the building is not in an area with a nominal design wind speed above 100 mph. Confirm with the county for your property.
What if the roofer finds a lot of rotten decking?▸
Replacing more than 256 square feet of decking is outside the USBC exemption. A good scope says how that will be handled, including any permit, if it happens.
Who should pull the permit, me or the roofer?▸
Agree on it in writing before work starts. The scope should name who confirms the requirement and who applies if a permit is needed.
