Roofing Permits and HOA Approval in Sterling

Sterling is unincorporated Loudoun County, so there is no town building office. Permit questions go to the county, and most homes also answer to a homeowners or community association.

Loudoun County handles building permits for Sterling

The Loudoun County Department of Building and Development issues building permits for the county, and handles them directly for unincorporated communities like Sterling, Cascades, Countryside and Sugarland Run. Applications are made online through the county's LandMARC portal, and permit staff can be reached at 703-777-0220. Fairfax County neighbors such as Herndon and Reston follow different offices and rules, so do not assume what a roofer did there applies here.

What Virginia's building code exempts

Loudoun County enforces the Virginia Uniform Statewide Building Code. Its permit section lists work that does not need a permit, including replacement of an unlimited amount of roof covering on single-family and similar homes where the nominal design wind speed is not greater than 100 mph, and replacement of 256 square feet or less of roof decking, unless that decking was originally required to be fire-retardant-treated or protected, as at some townhouse fire walls. Work beyond those limits, structural repairs and new roof-mounted equipment are where permits come in.

Loudoun publishes reports of the building permits it issues. Its February 2026 report, for example, lists a residential alteration permit for removing shingles, replacing plywood and installing new shingles, and several permits for roof-mounted solar systems, including one in the Sterling Park subdivision. Every house is different, so confirm with the county for your scope rather than relying on a general rule. We do not publish permit fees or processing times because they change; the county is the source for both.

HOA and community association review

Much of Sterling was built as planned communities with covenants. Sugarland Run has three associations: the Sugarland Run Homeowners Association, the Sugarland Square Homeowners Association and the Sugarland Run Townhouse Homeowners Association. Countryside's association is CountrySide Proprietary. The Cascades Community Association runs a Design Review and Covenants program and takes architecture requests through its resident portal. Each sets its own rules, and they change, so the right answer comes from your association's current guidelines, not from a neighbor's experience or this page.

What to ask your association

  • Does an exact-match re-roof need an application, or only a change in color or material?
  • Is there an approved list of shingle products or colors?
  • For townhouses: does the association set one shingle and color for the whole row?
  • What does the application need: photos, product name and color, a sample image, contractor details?
  • Do neighbors need to be notified, and is there a deadline for completing the work after approval?

We provide the manufacturer, product line and exact color name for your application. Do not order materials or start work that needs approval until it is in writing.
